Business Case and British Cycling Stage 2 Application

Strategic Leisure Limited (SLL) was appointed to undertake a business case for Wychavon District Council’s (WDC) Cycle Hub based on their British Cycling Places to Ride Stage 1 Application.

The Brief

The Council had aspirations to develop a Cycle Hub within the town of Evesham but were unsure of location, facility mix, how to attract residents to the site and whether the facility could be self-sustaining.


The Work

The scope of work undertaken included:

• A gap analysis to assess what other cycling facilities are within the local area, including in-person facility audits

• Consultation with cycle clubs and groups to understand their needs and how new cycling facilities could complement the current cycling
infrastructure

• Identification of the most appropriate location on-site for the Cycling Hub to be developed

• Development of a facility mix and options and testing of this with British Cycling to gain their support

• Development of a business plan based on the agreed facility mix, to demonstrate the long-term viability and sustainability of the facilities

All recommendations for the facility mix and revenue model were approved. Based on the financial outcomes demonstrated by the business case, SLL was then asked to write the British Cycling Places to Ride Stage 2 Application. This included further consultation, identification of user groups, proposed activity programme, updated revenue model and development plan.

The Stage 2 Application was approved in January 2021 by Sport England with the maximum grant allowance.
