The brief

Strategic Leisure Limited (SLL) was appointed by Tesco Stores Ltd to undertake an analysis of proposals for new playing pitch development. The analysis was required to inform the decision about a proposal to build a new supermarket on an existing playing field site, which could realistically only proceed if the playing pitch could be provided elsewhere.

The local authority involved had identified a new site for the playing pitch and additional outdoor sports facilities, which would significantly enhance the provision and opportunities available to the local community. However, this site has some restraints, given that it is adjacent to a scheduled monument, and a conservation area.

Our Approach

SLL undertook a qualitative and quantitative assessment of he current playing pitch and outdoor sports facility provision in the area. This was supported by extensive consultation with the key local football and tennis clubs.

SLL also undertook a review and assessment of the potential sites for development of playing pitch facilities in the area, to determine whether the site identified by the Council provided the optimum solution.

We also reviewed the locally identified priorities for sports facility provision, and the policy context for new and additional pitches.

Project Outcomes

The outcome of the project is a clearly identified need for additional and better quality provision of pitches and outdoor sports facilities in the area, which supports the demand expressed by local clubs and users. SLL’s site assessment also confirmed the Council’s preferred site as the best of those available for the development of the replacement pitch, tennis courts and changing pavilions.

Following submission of the project reports, SLL appeared as an Expert Witness on behalf of the Council, to provide evidence supporting the proposals for the relocation and development of a new pitch and outdoor sports facilities, and that these facility developments should be on the Council’s preferred site.
