Rachel Fowler, Director
Rachel has over twenty seven years’ of experience in the public and commercial sport, and leisure sectors. Rachel graduated from Edinburgh University with an MA, and from Loughborough University with an MSc in Recreation Management. Before becoming a consultant, She had 10 years local authority leisure experience, covering sports development, CCT, facility management, play, outdoor recreation, strategic planning and funding bids.
Rachel has been with Strategic Leisure since 1996 and has progressed from Senior Consultant to Managing Director. She now manages Strategic Leisure, and is responsible for the consultancy team, business development, client liaison, project planning and delivery and customer care.

Phil Barefoot, Associate Director
Phil has over 26 years ‘of Local Authority leisure experience across a broad range of activities and facilities including leisure centres, swimming pools, dual use sports centres, athletics tracks, outdoor play areas, playing fields, event and festival management, sports development, play schemes, community centre and public and civic hall management. Phil has experience of implementing ISO 9002 and Quest across leisure facilities. Phil has extensive strategy and audit experience and he has been involved in a number of successful bids for partnership funding from Sport England, DFEE and NOF. Strategic Leisure work experience includes the delivery of sports development programmes, service improvement, performance management, strategic planning including Sport and Recreation Strategies and Plans and Playing Pitch Strategies and feasibility studies.

Kevin Franklin, Associate Director
Kevin has over 30 years of leisure experience in local authority, private and voluntary sectors with the last twelve years in the sport and leisure consultancy industry. This experience covers a broad range of activities and facilities including leisure centres, swimming pools, dual use sports centres, athletics tracks, outdoor play areas, playing fields, events, sports development, play activities, community centres and public halls. Kevin has led most of Strategic Leisure’s market testing and public/private partnership projects in the last 8 years and has played a lead role in developing the company’s approach to management options and instrumental in the development of a Strategic Leisure’s pioneering best value leisure management partnership framework. Kevin’s skills include a comprehensive knowledge of the industry, cultural, sport and leisure operational issues, business planning and procurement, as well as an impressive track record in successfully delivering projects.

Richard Lewis, Principal Consultant
Richard has over twenty five years’ experience in the sport and leisure industry, working across a range of public and private sector settings. After completing a leisure supervisory qualification in management and coaching, Richard studied management at post graduate level at Leicester De Montfort University and completed a Diploma in Managing and Developing Sport at Leeds Metropolitan University. An experienced business and project manager with excellent communication skills Richard has managed a number of complex projects, including the opening of some exciting new leisure facility developments e.g. Tamworth, the UK’s first indoor artificial snow ski slope and associated leisure facilities; the establishment and roll out of a new commercial leisure brand across the United Arab Emirates and the Gulf states, and the strategic development of Middlesbrough Football Club’s community project.

Gary Ingram, Senior Consultant
Gary studied management at a post-graduate level and have over thirty six years’ experience of working in the leisure industry, both in the private and public sector. Over this period, he has held a number of senior positions initially in facility management as a Contracts Manager for the private and public sector, latterly as Head of Leisure Services in a large unitary authority. Gary’s experience covers a range of Leisure Services but he has particular expertise in business planning, income generation, identifying opportunities for operational savings and development of sport and leisure facilities and services. Gary is passionate about sport and leisure and believe that it can have an impact on people’s lives if delivered strategically and planned correctly.

Carol Lewis, Senior Consultant
Carol has over 25 years of experience in sport, leisure and community development working across a range of public, private and voluntary settings. Carol’s career has included; Facility Management: The management and operation of a wide variety of single site and multi-site leisure facilities in both the public and private sector. The range of facilities included; swimming pools, sports halls, gyms, ice rink, indoor bowls, soft play, catering, bar & function venues, outdoor pitches. Management and operational functions include; leading, managing and developing staff, budget management and planning, marketing and programming, performance management; Strategic management of play services and the project management and delivery of a significant play investment programme; Significant National Governing Body (NGB) experience focussing on increasing participation, monitoring and review of programme and project delivery; The management and delivery of community based projects supporting regeneration in various rural settings. Supporting voluntary and community sector engagement to influence local strategic plans.
