Oxford City Council- Planning Policy Guidance Note 17 (PPG17)

The brief

Strategic Leisure Limited (SLL) was appointed to undertake the Playing Pitch Assessment and Strategy, and the Indoor Facilities (sport, recreation and community centres) strategy elements of the wider PPG17 Assessment for the City

This study involved establishing the existing of provision across the City- qualitative and quantitative, including location, access and usage. This provision was them mapped using Geographical Information System (GIS) and the data recorded in an Access database.

Our Approach

The next step was to assess the level of provision within each of the six community areas in the City, against the baseline citywide provision. Local standards of provision at citywide and local community level were then established.

A strategic hierarchy of provision was established for each type of facility provision e.g. by pitch and sport, and by indoor facility type, to identify the gaps in current provision, and prioritise future investment needs. This hierarchy was based around four key sites, located in strategic geographical locations across the City. These sites were cross-referenced with the recommendations for the open space assessment to ensure consistency in approach to the future provision of formal and informal indoor and outdoor recreational facilities.

Project Outcomes

Based on hierarchy, recommendations were then developed for investment, relocation, refurbishment and partnerships for new provision. These recommendations were linked to both facility and sports development needs for the future in the City.
