The brief

Strategic Leisure Limited (SLL) was appointed by Manchester City Council to undertake an independent review of the management options, which the Council were considering as part of the Best Value Review process.

Manchester City Council is committed to the principle of Best Value and modernising its services by ensuring continuous improvement in the delivery of services.

Our Approach

There was an acknowledgement of the need for a cultural change in the way in which facilities were being managed. SLL identified three main options for the delivery of leisure management services, for the Council to consider most suitable for each leisure centre.

Project Outcomes

SLL made further recommended which of the three management option they felt best for the Council, within the context of Best Value, implementing a rationalisation programme and subsequent management for future decisions affecting the leisure centres.
