The brief

Strategic Leisure was appointed by the Council to develop a new community swimming pool and leisure facilities. The existing swimming pool is aging, it’s maintenance costs are increasing and the pool no longer meets the expectations of the local community.

Our Approach

It was identified there was a need for additional commercial leisure facilities e.g. health and fitness, cinema, ten pin bowling. Potential development sites and partnerships to increase funding were also identified for the facility development. The aim of the study was to identify the location mix, cost, and means of delivering the required community and commercial leisure facilities.

Project Outcomes

On completion of the study the following was identified:

  • A mix of commercial and community sports/leisure facilities, meeting identified local and serving the tourism market
  • Three priority sites by individual assessment and recommendations for acquisition/partnership on each site
  • Potential capital funding sources, including other land sale/acquisition opportunities
  • Capital costs for facility development and the funding gap
  • Five-year operational costs and usage targets
  • Project development partners and management of the appropriate tendering process
  • Development of partnership procurement route and identification of the Council’s preferred development partner
The preferred site is now being purchased and the facility development progressing through a Public Private Partnership.
