Rushcliffe Borough Council -Leisure facilities partnership

Introduction and Outcome

Strategic Leisure is delighted to announce that it remains the market leader in successfully delivering Best Value leisure management partnerships, with the successful transfer of Rushcliffe Borough Council’s leisure facilities to Parkwood Leisure for a period of up to 15 years. The Council will benefit from significant revenue savings of between £5 and £10m over the length of the Contract, a comprehensive performance management framework and clear strategic direction for the service.

Background

Rushcliffe Borough lies immediately south of the City of Nottingham and the River Trent. Although parts of the Borough lie close to Nottingham, Rushcliffe has a strong identity of its own. The Borough has a population of around 100,000. Leisure is given a high priority by Rushcliffe. West Bridgford can boast that it is the home of two of the most famous names in the world of sport - the Trent Bridge Cricket Ground and the City Ground, home of Nottingham Forest Football Club. The National Water Sports Centre is nearby at Holme Pierrepont. These top class facilities are complemented by an excellent range of sports and leisure facilities provided by the Council.

Following a review of the management options available undertaken by Strategic Leisure, the Council decided that a strategic partnership represents the best way forward. The contract includes the following facilities;

  • Bingham Leisure Centre
  • Cotgrave leisure centre
  • Rushcliffe arena
  • Keyworth leisure centre
  • Rushcliffe leisure centre

    The Council’s main priority for the partnership was to improve the revenue position for the service, realise investment in the facilities and to improve in customer satisfaction.

    Strategic Leisure’s Approach

    Strategic Leisure project managed the entire externalisation process with assistance from the Council’s appointed legal advisers, Leonie Cowen and Associates. This included developing the strategic direction, to advertising for expressions of interests, to developing the partnership framework and documentation, evaluation of the tender submissions and finally managing the detailed negotiations with the preferred partner.

    This project was particularly complex with various stakeholder organisations involved (County Borough and Town Councils), a mixture of Council owned and Joint Use facilities, complex Human Resource issues to resolve, investment required in the facilities (funded by the Council) and the possibility in a rationalisation of the facilities in line with the Council’s facility strategy sometime in the future.

This approach is tried and tested and has successfully delivered more best value procurement projects than any other consultancy. This approach delivers real benefits to the Council and is directly referenced to best practice and national standards. The approach is based on the principles of best value and best practice (TaES), has been developed specifically for the sport and leisure market and reflects the specific outcomes for each individual local authority.
