Harrow Council

Harrow Council (HC) commissioned Strategic Leisure Limited (SLL) and the Sports Institute Research Centre (SIRC) to undertake a full PPG 17 audit and assessment in August 2004. The aim of the study was to undertake a quantitative and qualitative audit and assessment of all open space, outdoor sport and recreation, community halls/centres, and indoor sports facility provision in the Borough. There were a number of drivers for the study, which included:

  • The need to input into the Local Development Framework for the Borough, meeting the requirements of PPG 17
  • The need to develop a strategic framework for future provision, based on identified need, to ensure future provision is planned and co-ordinated.
  • The need to identify and provide evidence about the levels and nature of existing provision, to address issues of investment, support external funding bids, assist in planning for provision, and inform partnership working.

    In order to identify local need for future provision, an extensive consultation process was undertaken across the Borough. This included 60 face to face interviews, a 1006 Door to Door survey, 973 exit surveys, 361 postal surveys to schools, clubs and local organisations, 9 Focus Groups, and 3 Challenge Days. In addition, consultation was undertaken through the Youth Conference, and meetings with disability groups, elderly persons groups, Portfolio Holders and BME organisations.

    From the audit, assessment and consultation, the key findings in relation to current provision – quantity, quality, and accessibility were identified and analysed. Each individual site was given a quality score overall, and in relation to its constituent elements; this provided a quality rating for comparison within each specific typology on a Borough-wide basis, and also on an area basis. The views of consultees on current provision, and future needs were analysed to identify key issues in relation to the future development and delivery of facilities.

    Using this information, an analysis of supply and demand was undertaken to identify any deficiencies in provision; this assessment considered both current population levels, and future projections, to inform planning policy and strategic decisions.

    Using GIS, the results of the audit were mapped, to show both quantitative distribution of existing provision, by typology, and the quality of this provision. This process clearly identified existing levels and locations of provision, and its quality; using this information, SLL consultants were able to demonstrate the balance between quality v quantity at Borough-wide and local area level, for each typology. Using this information a detailed Action Plan was developed to prioritise investment, improve management practice, set targets and develop greater partnership working. This process also identified sites for potential alternative recreational use.

    Local standards were developed and recommended for future provision across all typologies, on the basis of existing supply, and its adequacy to meet local demand.

    SLL and SIRC consultants worked closely with a small team of HC officers throughout the study; the officer team represented sport and leisure, planning, education, and open spaces. Regular briefing meetings were held throughout the six month study; these were invaluable to inform and facilitate the consultation process, identify and confirm sites to be audited, and discuss study findings.
